After many months of deal making Illinois Gov Rod Blagojevich has signed into law one of the biggest compromises in the energy world. 

The accord has been given a billion dollar price tag and that's what Illinois utilities are expected to pay.  Does that mean that it's time for you to go into that state and spend lots of your company's money to buy customers? 

Maybe. . . . but what about the new state agency?  Will it make Illinois
unattractive for long-term power sales at wholesale?

What's the outlook for the bill just sent to the governor that would provide for utility consolidated billing plus a marketer referral program as in New York?  Add to that telecom contracting.

Sounds like Illinois would like to follow New York's lead. 

Will we see an active market develop now that power is to be bought on an active portfolio basis?  Which customers are to be effected by the settlement?

• George Scully

  George Scully is a Democratic member of the Illinois House of Representatives, representing the 80th District since 1996.  Scully is the leader in the fight to control electric utility prices.  He is the chairman of the electric utility oversight committee and the sponsor of the bill to freeze the rates.  Scully was named the Legislator of the Year in 2000 by the Chicago Southland Chamber of Commerce for his efforts to promote business development, job growth and high tech job training programs.  He continues to focus on projects that promote economic development.
  
  

• David Wiers

  David Wiers is the president and founder of Chicago-based Satori Energy where he provides supply-side procurement, risk management, market monitoring services and overall energy management solutions to clients in deregulated markets nationwide.  Wiers launched his career in deregulated power markets in 2000 with Chicago-based Sieben Energy Associates where he conducted and supervised supplier negotiations, reviewed contracts, performed rate optimization studies and undertook billing audits for a variety of clients.  Wiers is also a founding member and president of the Texas Electricity Professionals Association (TEPA), a non-profit organization aimed at upholding the integrity and maintaining honor in the deregulated electricity business in Texas.
  
  

• Michael Munson

  Michael Munson is founder of the Law Office of Michael A Munson where he provides legal, transactional and consulting support to large end-users, demand response providers, energy service companies and power marketers.  Munson currently represents the Building Owners and Managers Association of Chicago on behalf of 270 large commercial buildings, and Metropolitan Energy, a demand response company.  Munson has advocated the interests of large utility customers and competitive entities since the inception of electric competition in Illinois.  He represents organizations before state and federal courts, public utility commissions and governmental bodies.
  
  
• William McNeil is the vice president of energy acquisition at ComEd where he oversees electricity supply procurement, retail electric supplier operations, PJM billing and settlement and wholesale contract administration.  McNeil joined ComEd in 1978.  Prior to his current position at the firm, he evaluated and implemented competitive procurement alternatives for meeting ComEd's load serving obligation following the expiration of the rate freeze period.  He has been involved in Illinois electricity restructuring since its beginning and has represented ComEd in many regulatory and legislative proceedings regarding the transition to competitive markets.
  
  
• Julie Hextell is senior vice president of Constellation NewEnergy, North America's #1 competitive energy supplier serving business and has been a market leader in Illinois since market inception.  Hextell joined NewEnergy in 1999 as attorney, just in time to participate in the market opening.  Since then her responsibilities have crossed the spectrum of the customer experience with all sizes and types of customers.  She is currently responsible for overseeing the businesses located in Illinois, Michigan, Ohio and the Mid-Atlantic region.
